Observer on test for category B (car) practical tests will be implemented on 6 April 2010.
This will need changes to how the examiner administers part of the test.
The DT1 - the standard operating procedure that examiners follow - has been updated to reflect these changes.  
Here's the procedure that will be used from 6 April 2010:
In the waiting room:

The examiner will ask, 'Would you like your instructor/accompanying driver to accompany you on the test and be there for the result and end of test feedback?'.
If the customer says 'no', the examiner will ask, 'Would you like your instructor/accompanying driver to be there at the end of test for the feedback?'
'Thank you, will you lead the way to your car please.'
End of test - pass and fail
The examiner will say, ' Please switch off the engine and give me a moment to complete my paperwork.'
If the test was not accompanied and the instructor/accompanying driver comes over to the vehicle to listen to the conclusion of the test, the examiner will confirm with the customer that they want their instructor/accompanying driver present.
Following a successful trial in ten schools in Scotland, this Award is now available UK-wide. It has has been developed in collaboration with the Driving Standards Agency (DSA), is now available stems directly from recent initiatives by the UK Government to bring about changes in driving attitudes in the UK. The Award is targeted primarily at young people from 14 to 17 years of age, however it should be emphasised that it will be open to all potential candidates irrespective of age.

The aim of the Safe Road User Award is to build positive attitudes to road use and to help young people to take responsibility for using the roads safely. Young people who become proficient road users at an early stage will be able to carry these attitudes and behaviours throughout life. This, in turn, should result in fewer deaths and serious injuries among road users. Being a safe and proficient road user is a significant life skill which this award will contribute to developing.

Car Insurance Premiums  20% of drivers commit fraud.
The Motor Insurance Bureau (MIB) and Aviva car insurance has revealed that more than two thirds of drivers leave themselves vulnerable
Many parents do this innocently enough, insuring their child's car in their own name to reduce the premiums, assuming that a little white lie is worth the risk if it drastically reduces the cost of young drivers' car insurance, with 20 per cent of drivers admitting to committing this type of insurance fraud.

In doing so, they might save money on premiums, but could find that this is false economy if their child has an accident and the insurance company refuses to pay out because their insurance policy was invalid.

Rather than fronting or participating in any other illegal practice to cut the cost of car insurance for young drivers, Aviva recommends choosing a smaller engine without modifications, parking in a garage overnight, opting for a rapid no claims bonus scheme, keeping mileage down, taking a Pass Plus test and comparing car insurance quotes online to find the best deal.
